Owner:  Southern Nevada Regional Housing Authority (SNRHA)  $51,998,978

Built in 1972, the James Down Towers senior housing development underwent a $52 million modernization led by Cobblestone Construction in partnership with the Southern Nevada Regional Housing Authority. The four-tower, 229,997 SF campus was transformed into 200 fully renovated, energy-efficient one- and two-bedroom units, including ADA-compliant layouts, while maintaining full occupancy throughout construction. Upgrades included curtainwall replacement, plumbing and electrical system redesigns, rooftop photovoltaic systems, and accessibility improvements, as well as new community amenities such as a fitness/wellness center, library/computer room, salon, shuffleboard court, picnic areas, and dog park. Despite challenges including hazardous materials, infrastructure deterioration, and design revisions, the project was completed in July 2025, delivering safe, affordable, and sustainable housing that strengthens community resilience and provides seniors with dignified, modern homes.
