James Down Towers Modernization Project Completed

Transforming Affordable Senior Housing in Las Vegas

Cobblestone Construction – Building Excellence & Strengthening Communities

Cobblestone Construction proudly celebrated the successful completion of the James Down Towers Modernization project, the largest single project undertaking in our company’s history. Located at 5000 West Alta Drive in Las Vegas, this $52-million rehabilitation revitalized more than 200 senior housing units across four towers, creating safe, modern, and accessible living spaces for the Southern Nevada community.

Originally built in 1972, James Down Towers was long overdue for renewal. In partnership with the Southern Nevada Regional Housing Authority and KME Architects, Cobblestone Construction delivered a comprehensive modernization that revitalized the property both structurally and socially. The renovation introduced updated interior finishes, reconfigured one- and two-bedroom layouts, and major upgrades to waste, mechanical, and electrical systems. Structural reinforcements and roof replacements strengthened the buildings’ integrity, while enhanced accessibility features ensured inclusivity for all residents. To enrich daily life, we added refreshed community amenities including an outdoor shuffleboard court, picnic and pet areas, a fitness and wellness center, a salon, and a computer room/library. Today, the renewed interiors and thoughtfully designed spaces provide residents with greater comfort, functionality, and overall quality of life.

Cobblestone Teamwork at the Core

This project’s success reflects the extraordinary dedication of our people. From planning to closeout, each milestone showcased the expertise, resilience, and craftsmanship of the Cobblestone team.

Celebrating Success

On August 21, 2025, Cobblestone hosted a company-wide dinner at Nicco’s to honor this milestone achievement. Employees, leadership, and partners came together to celebrate, and team members were recognized with awards for their exceptional contributions.

The evening was also joined by Frank Stafford, Director of Modernization & Development at the Southern Nevada Regional Housing Authority, and his colleagues, who praised the collaboration and emphasized the strong partnership between SNRHA and Cobblestone Construction. Mr. Stafford also reflected on both this achievement and his longtime connection with President Benden Parker:

“Another milestone, the 200-unit renovation of JDT, has been completed. Benden Parker and I go way back. We first met almost 30 years ago, two young guys getting our feet wet in the industry, with myself just having been promoted to Construction Manager and Benden as a Field Superintendent for Richardson Construction. I often referred to working on a project with Mr. Louis Richardson as a college-level course at the ‘School of Lou.’ You learned some things about the industry working with him that they didn’t teach you in school. It appears that Benden was a great student.”

Reflecting on the achievement, President, Benden Parker added:

“The successful completion of the James Down Towers project marks a significant accomplishment that should be shared among the Cobblestone team, and specifically with the people whose hard work and dedication made it happen. Please remember that you have played a significant part in this success and are forever appreciated.”

The celebration was more than a dinner, it was a moment to honor the power of partnership, recognize the dedication of our people, and look ahead to the next chapter of serving Southern Nevada.

Commitment to Community

At Cobblestone Construction, every project is about more than building, it’s about people. The James Down Towers Modernization stands as a testament to our mission of creating spaces that uplift communities, while embodying our values of trust, quality, and partnership.

We extend our sincere gratitude to the Southern Nevada Regional Housing Authority for their trust and collaboration. Together, we have delivered a modern, sustainable, and welcoming home for hundreds of Las Vegas seniors.
